Poor mileage 14-16kmpl 4.4 rspkm ( Rupes per KM )

Poor mileage 14-16 kmpl only in city and max 16-18 Kmpl on highway company alway say that it give 18-23 kmpl and i drive this car but it is even not reach toh 18 kmpl on highway unhappy ??
