FAQ's

  • How many years can a used diesel car legally run in Delhi?

In Delhi-NCR, based on the regulations a diesel cars can be driven for 10 years from their registration date, and petrol cars for 15 years. Most other states though allow 15 years for a private car, renewable after a fitness test.

Before buying a used diesel car in Delhi, please check the registration date on the RC. If it crosses the 10 years mark, you'll need to scrap it or get an NOC to move it to another state. These rules are revised regularly, so confirm the latest norms with the Delhi Transport Department or on Parivahan.

  • Why are there fewer used diesel cars in Delhi than in other cities?

Diesel cars make up 23% of our Delhi listings, the lowest share among the major cities. The main reason is Delhi-NCR's 10-year limit on diesel cars, which most other states don't have. Many owners sell their ageing diesels outside Delhi, so fewer reach the local market. This also affects pricing. A used Diesel car in Delhi is usually cheaper than the same car elsewhere because buyers pay for the years left to run legally, and not just its condition. For the current rules, check with the Delhi Transport Department.

  • How do you re-register a Delhi car in another state?

The first step is to get a No Objection Certificate (NOC) in Form 28 from the Delhi RTO where the car is registered. Then apply for registration at the RTO in the new state, which will give you a new number and charge you its road tax. Once that's done, you can claim a refund of the unused road tax from Delhi.

Before you start, check three things. Delhi doesn't issue NOCs for every state, so make sure your destination is allowed. Clear any pending toll dues, since unpaid highway fees can hold up your NOC. And once a car is moved out of NCR, it usually can't be registered here again. Confirm the details on Parivahan or with the Delhi Transport Department.

  • Do Delhi's vehicle rules apply to cars registered in Gurgaon or Noida?

For the most part, yes. The 10-year limit for diesel cars and 15-year limit for petrol cars apply across NCR, not only to cars with Delhi plates. So a car registered in Gurgaon (HR-26) or Noida (UP-16) follows the same rules when it's driven in Delhi.

That said, the registration state can still make a difference. When pollution levels spike, GRAP can put tighter entry curbs on cars from outside Delhi. And if you shift to Delhi for good, you may have to get the car re-registered here. Since these rules keep getting updated, it's best to check with CAQM or the Delhi Transport Department before you buy.

  • What should you check on a used CNG car in Delhi?

Delhi has more used CNG cars than other major cities, with 6% listed. Start by finding out whether the CNG kit is company-fitted or added later. If the kit was fitted later, check the paperwork. The RC should show CNG as the fuel type, and the seller should have a fitment certificate from an authorised centre for an approved kit. The CNG cylinder needs to pass a hydro test every few years, so look for the test plate on the cylinder and make sure the date is not very old. Also check that the insurance policy mentions the CNG kit, as an undeclared kit can lead to a rejected claim.

  • What should you consider before buying a used luxury car in Delhi?

Delhi has one of the largest used luxury car listings in India, with 285 BMW and 601 Mercedes-Benz cars listed. With so many options to choose from, prices here are often lower compared to smaller cities.

Before you buy, look beyond the price. If it's an older diesel, check how many years it has left under Delhi's 10-year limit, since a cheap car with little time left may not be a good deal. Also budget for running costs. Servicing, parts, tyres and repairs like air suspension still cost what they would on a new luxury car. A complete service record and any remaining warranty can save you a lot here, so ask for both.

  • How does Delhi's GRAP affect which used car you can drive?

GRAP (Graded Response Action Plan) is a set of anti-pollution measures that kick in as Delhi's air quality gets worse, usually in winter. At higher stages, older cars, especially BS-III petrol and BS-IV diesel models, can be barred from Delhi roads, and cars registered outside Delhi may face extra entry curbs.

When buying a used car, check its BS norm on the RC. A BS-VI car is the safest choice if you want to drive without interruptions all year. GRAP is separate from the 10-year diesel and 15-year petrol limits, so a car within its age limit can still be restricted during GRAP. The rules change often, so check the latest on the CAQM website.

  • How do you check a used car's challans, insurance and PUC before buying?

You can check all three using the car's registration number. For challans, look it up on the e-Challan portal (echallan.parivahan.gov.in) and the Delhi Traffic Police website. Pending fines usually stay with the car, not the seller, so check again on the day you pay.

The mParivahan app shows the car's registration date, fuel type, BS norm, insurance and fitness validity, and whether there's a loan on it. For insurance, ask for the policy and confirm it's active, and ask about past claims to get a sense of any accidents. PUC certificates expire quickly, so an expired one is common, but you'll need a valid PUC to buy fuel in Delhi, so renew it right away.

  • How do you check whether a used car's odometer reading is genuine?

The service record is your best check. Go through the readings in the service book and make sure they increase steadily over time up to the current reading. Gaps, edited entries or a reading that goes down are red flags. If the brand keeps digital service records, ask the seller or an authorised service centre for them, as these are harder to tamper with.

Next, compare the reading with the car's age. Most cars do around 10,000 to 15,000 km a year, so a big difference is worth asking about. Also look at the wear on the driver's seat, steering wheel, pedals and gear knob. Heavy wear on a low-mileage car doesn't add up. If the instrument cluster has ever been replaced, the seller should be able to show proof.

  • What should you check before buying a used electric car in Delhi?

Delhi has a high number of electric cars compared to other metros, with 251 listed. EVs aren't affected by Delhi's 10-year diesel and 15-year petrol limits and are usually exempt from GRAP restrictions too. Delhi has also offered road tax and registration fee waivers on EVs, though the terms change, so check with the Delhi Transport Department.

The battery matters most on a used EV. Get its health checked at a service centre instead of relying on the range shown on the dashboard. Confirm in writing whether the battery warranty passes to you, since this differs by brand. Ask what a replacement battery would cost if the warranty has run out. And make sure you can charge the car where you park it.

  • How do Delhi's used car dealer areas differ?

Delhi's used car markets fall into two broad types. Traditional markets like Karol Bagh, Moti Nagar and Mayapuri have a wide range of cars, often at lower prices. Paperwork can vary from dealer to dealer, though, so check it yourself. Make sure the name on the RC matches the seller, that Form 29 and Form 30 are signed by the registered owner, and that there's no loan on the car (you can check this on mParivahan).

Organised dealers in South Delhi and Gurgaon have fewer cars and charge more. In return, they usually give you an inspection report, clear ownership papers and sometimes a warranty or return option. Pick based on how comfortable you are checking the car and paperwork yourself. That's mostly what the price difference pays for.

  • What does RC transfer cost and how long does it take?

The transfer fee itself is small, usually a few hundred rupees for a car. Smart card, service and postal charges are added on top, and the final amount is shown on Parivahan when you apply. You apply online on Parivahan, and the transfer should be reported within 30 days of the sale. Processing time varies by RTO, but you should usually get the new RC within a few weeks.

You'll need Form 29 (signed by the seller), Form 30 (signed by both), the original RC, valid insurance and PUC, and ID and address proof. If the car had a loan, you'll also need Form 35 and an NOC from the bank. For a car registered in another state, you'll need a Form 28 NOC and re-registration in Delhi.

  • What should you check on a used car for Delhi's summer heat and winter fog?

For summer, run the AC with the car standing still and idling, not just while driving. If it stops cooling well, the compressor or condenser may need attention. Check the coolant level, make sure the radiator fan switches on, and look at the battery's manufacturing date, as heat wears batteries out faster. A cracked dashboard or faded paint on the roof and bonnet usually means the car was parked in the open.

For winter fog, check the headlights. Yellow or cloudy lenses cut down visibility but are cheap to restore. Make sure the fog lamps work, the wipers clean without streaking and the rear demister heats evenly. In both seasons, check the tyres' manufacturing date, not just the tread, since old tyres harden even if they look fine.

  • How do you check a used car for flood damage in Delhi?

Waterlogging during Delhi's monsoon means some used cars have been through floods, and there's often no record of it. If the owner never made an insurance claim, the only way to find out is to inspect the car yourself.

Lift the boot floor and spare wheel cover and look for mud, silt or a water line. Press the carpets for dampness and check the seat rails for rust. Look for corrosion or residue on wiring connectors and the fuse box. Run the AC for about ten minutes and see if a musty smell comes back. Finally, ask the seller for the insurance claim history, which will show any claim made for water damage.

  • How do you confirm a used car has no outstanding loan?

Having the car and the original RC doesn't mean the loan has been paid off. If a car was bought on a loan, the RC will show the bank's name as the financier (called hypothecation), and this is removed only once the loan is closed.

Ask the seller for Form 35 signed by the bank and the bank's NOC or loan closure letter. Make sure the bank's name matches the one on the RC. Then check the car's registration number on mParivahan or VAHAN yourself to confirm the loan entry has been removed, instead of relying only on the seller's papers. If the loan is still active, pay the bank directly to close it before completing the sale. The RTO won't transfer ownership while a loan is still recorded against the car.
