I bought my first car, Maruti Alto Lx, in 2006 at Bangalore. The car is registered in Bangalore (KA-51M-). In the year 2007 I took a NOC from the RTO (Bangalore), as I was planning to move to Chennai. The NOC was issued; however, I subsequently never moved to Chennai.
The mistake that I made is not to cancel the NOC, neither did I go to the RTO in Chennai to find out about the papers. In the year 2008 I moved to Hyderabad and subsequently paid the road tax there and have been driving the car since last 4 years.
Now, I'm planning to sell the car, however, I understand that I cannot make ownership transfer unless I fix the issue with the NOC. Bangalore RTO is not willing to help me, as they are maintaining that they sent all papers to Chennai as soon as the NOC was issued. I'm not sure if the RTO in Chennai will be able to help me in this case as I never approached them in last 5 yrs. regarding this.
Any help/tips/suggestions would be highly appreciated.

This is a classic mistake which most people do - take the NOC and then neither use it nor cancel it. Ideally the NOC would no longer be valid IMO. Its been 5 years almost since you got the NOC. However I would suggest you check with the Chennai RTO once if anything can be done from their end. If not then try approaching the Bangalore RTO with a fresh request for an issuance of NOC. See if that works out. I would also suggest you speak to a local agent. they generally know people in RTO and might be able to help you with this.
I had lost my two wheeler original license, but have a color xerox copy of it. Now I wanted to apply for a four wheeler license. I was initially told by the driving school that, my the license that I get will be a combined one of two & four wheeler. But later they are asking me to get the four wheeler license seperately since I do not have the original copy if the two wheeler license. I know this is not the right solution. A person cannot have two licenses. But what is the way out for people who have lost the original license? Can they not get a combined one using the duplicate license and the FIR copy? Can somone from RTO please help me with this?
You have only a photocopy. You do not have a duplicate. Obtain a duplicate from RTO and then apply for a combined license.
I got a transfer to Bangalore from Pune in the year 2010. I took an NOC from Pune RTO on 11 Oct 2010 (Document attached). I presented my vehicle to RTO Koramangala on 30/11/2010 and through an agent I paid amount nearing to INR 7800 for tax purpose. However, he didn't give me any invoice/receipt or bill whatsoever. I don't have any monetary transacted documents from RTO Koramangala. Now my vehicle is in Hyderabad now. I want to pay road tax of Hyderabad. For this I need NOC either from Pune or Bangalore RTO. Bangalore RTO is not willing to issue NOC citing Tax amount is not paid. They are also not issuing Non-Utlization Certificate until and unless tax amount is paid. Pune RTO will not issue a fresh NOC to Hyderabad until and unless they have documents from RTO Bangalore. I am in dilemma, please help what to do.
I shifted from Chennai to Pune and got vehicle NOC for RTO Pune. I am staying in Pimple Saudagar that comes under RTO Pimpari Chinchawad. How do I get my vehicle registered in RTO Pune? Is there any other solution to get my vehicle registed?
