Well Henry - not to spoil your enthusiasm...but flashy lights although catchy can at times confuse other drivers. This is true when there's a lot of fast moving traffic at late night when everyone is tired after the day's work. So even if you do install it be careful while using it - try to use it only when you want to impress people - like near the disco or some such place, but on usual highway driving turn them off.
I don't know what the law says about such lights but I would opine that these are not legally allowed (though its most probable that no one will catch you - even bright headlights are not legal but no one bothers).
