You need to pay the Insurance every year not the RTO or Road Tax.
But if you  move from Gujarat to another City then again you need to pay.

a] But then the old RTO will be refunded rite? This is what I saw in some posts. Am I rite Das?
b] And if say I shift from Gujarat to New Delhi. Then will the complete RTO charges of Gujarat be refunded back or only a part of that?
c] And is this insurance compulsary? What if we do not take insurance after two or three years?

RTO taxes will be revesed but not the complete one. And again while you go to Delhi you has to pay the Tax there. Money refund from RTO is a big process
Insurance is a compusary for any vehicle till the end of life of the Vehicle.

The insurance for a new ford fiesta here in Gujarat is around 23k to 25k. So, does the insurance price reduce for every year the car gets old, or is it that even if my car is 5 years old, I need to pay 23k to 25k? Das can you clear this query please?

Are not we common people are getting Cheated by the MNC car maker and even some time from Indian car maker. A car which is foreign made lets take a car like GM's AVEO or Toyota Corrala or Camry. The corrola is about $14K in US = 5.6 L. GM'S AVEO = $13K in US = 5.2L. U-VA $11K= 4L.
And what is the Indian Market price, corrola is 10L, AVEO 7L, U-VA 5.5L. Again this all model is old model not the latest model. Which is much more almost double. I do understand that we may think of the TAX which is very high. But at the same time the labour cost is also very low compare to other country.
In India we also make many parts of our own. So please can some body explain is this price is realestic. All MNC's having their manufacuring comp also in India. You also have a lots of diff in feature and quality of this Car.
And Indian maker is more Cheater I believe. They dont have any import duty almost but still the price is like a foreign car. If you are looking for a avg mid size car it start from 6L. And SUV is 8L above.
So are we getting the value for money ??? OR we are getting Cheated by this Car company ???

 

Well Then you are always cheated in India.. An average salary of a software engineer is 7000$ = 2.8 lakhs per months in US. So?? The fuel is cheaper.. in US there's something called CAR POOL.. You don't have much public transport.. So?

I dint et what you exactly trying to mean here.
But i will give you a small comparision.
IN US you can buy a very good second hand car in one months avg salary; but can you buy in India in one months avg salary?
