Yes, but it's not assumption. Loading capacity of the car (Gross Weight - Kerb Weight) is taken in to consideration.
Kerb Weight is weight of the car with tank full of fuel but without passengers/luggage. Gross Weight is Kerb Weight + Passengers + Lugguage, i.e. full load (recommended for a car).
