how can i get my ludhiana registered santro xp 2004 fitted with CNG kit if i want to drive in delhi? what about RTO endorsement?

i have a santro xp 2004 model car regd in ludhiana, after my transfr to delhi i want to get CNG kit installed. BUt i am told that due to some stupid law no car prior to 2005 can be re registered in delhi. and if not regd my RC would not be endorsed. and if my RS is not endorsed i cannot have insurance cover. So in effect i cant' have CNG installed..

THIS COUNTRY AND IT'S LAWS WORKING OVERTIME TO DEFEAT IT;S OWN PURPOSE!!

kindly help with suggestions.
