Transfer of Driving License

I have an old Driving License (Paper Form) - almost torn. I want a duplicate in the form of plastic card. But my license belongs to a different state (Assam). I cannot visit the RTO in Assam just for the D/L. Can I get the duplicate issued in Mumbai?

I am afraid you have to apply to the licensing authority at Assam who issued your original license.

As per CMVR Rule 26, application for duplicate license should be given to the licensing authority who granted the license. So Mumbai RTO will not be of help.

Otherwise you have to go for a fresh license from Mumbai.
