2 year old NOC .. what is the penalty ?

Couldsomeone help me in understand the various options i have available regarding the NOC being issued almost 3 years ago by UP state & the vehicle needs to be registered at Rajasthan.

Can i get the new NOC issued?

If no.. is the NOC still valid?

If valid.. do i need to pay any penalty for not submitting it on time? & how much?

noc is generally valid for 3 months from the date from which it is issued. you will have to pay the road tax (lifetime tax) + penality. not sure how much the penality would be.. try to get a good agent in ur locality and go ahead register the vehicle asap...
