I've read that they will be upgrading the engine/replacing the engine by that time. The same excercise will be carried on all the existing cars except 800.

On October 6, 2003, the National Auto Fuel Policy has been announced, which envisages a phased program for introducing Euro 2 - 4 emission and fuel regulations by 2010.

The norms will only apply to new car sales and not to the excisting cars- so there should not be any actual problem.

The new norms is to bring emission norms close to that in European countries. The government has fixed a deadline of April 2010, almost an entire year for the automobile majors to implement the necessary changes in their products.

Just to elaborate:

1. BS IV emission norm will be in effect from April 2010 onwards, however manufacturers will start offering BS IV cars from late 2009.

2. BS IV will be applicable on only new cars being registered and has no impact on existing cars. Which means, April 2010 onwards a new BS III car cannot be regsitered in any of metro cities. This is applicable for used cars as well. It means, you cannot bring a used car of BS III from outside of a metro city and try registering here. However, this rule doesn't affect existing BS III (or even older) cars in anyway. For example, a 2002 BS II Fiat Palio registered in Mumbai can still be transferred to someone else's name.

Buying a BS IV Alto will help you only if you are planning to take it to some other metro city after April 2010.

As stated by Banwari, BSIII cars will not be permitted transfer/re-registration in Metros (from other cities).

To add... I think the restriction will also apply to major cities (like Ahmedabad, Pune etc.).

Bhupesh,

I am pretty confident that a BS II car cannot be transferred from Delhi to Mumbai today. The same will be the case with BS III after April 2010. Since you are anticipating a transfer, I would suggest you wait for Bharat Stage IV cars to roll out.
