Car transfer - Jamshedpur to Kolkata

I have a car which is registered in Jamshedpur. When I purchased the car, Jamshedpur was in Bihar, now it is in Jharkhand. I am working in a PSU and presently transferred to Kolkata. When I purchased the car (in  Year 2000), I paid 15 years' Road Tax. Since I want to drive my car in Kolkata, what rules I have to follow regarding driving the car in Kolkata. My specific queries are :

1. Whether I have again to pay Road Tax in Kolkata ? If Yes, then how much ?

2. If I am required again to pay road tax in kolkata, in that case whether there is any provision for payment of road tax for a temporary period, say 1 , 2 or 3 Years ?

3. If answer to my above queries are in affirmative, in that case please let me know whether my car is again to be registered in Kolkata ?

On temporary relocation for a period not exceeding 1 year, re-registration is not required. Some states have provision for 1-year tax.  In states where 1-year tax is not acceptable, life-time tax, as applicable to old cars on depreciated value assessed by RTO, is payable. On relocating back to the original state within a year, the life-time tax so paid is refunded on pro-rata basis.

For relocation exceeding 1-year, you need to seek an NOC from Jamshedpur RTO in favour of Kolkata RTO.  Based thereon, you will have to get the car re-registered by paying life-time tax as applicable to old cars (explained before).  Thereafter, you can seek pro-rata refund of life-time tax paid earlier at Jamshedpur (tedious job).

RTO rules vary a little from state to state.  Please ascertain finer details locally.

Hi All,

I am transferring to KOLKATA from DELHI. I am carrying my ALTO LXI. I am not able to get my NOC b/c I have applied for removal of HP (ICICI Bank). I have to fly urgently this weekend.

1) Is it possible to get new number of KOLKATA without NOC of DELHI?

2) Is it poosible to continue NEW DELHI Number (DL...) for lifetime in KOLKATA?

3) How much time NOC will take?

  1. No.  You will require NOC.
  2. Not without re-registering your vehicle / paying life-time tax, as applicable (discussed before).
  3. NOC may take 30 days or so.

Are there any restrictions on interstate transfers of vehicles with regard to emission norms ?

I have a 5yr old BS-2 vehicle that I plan to transfer to Kolkata. Will there be any problems in getting it registered in Kolkata ?

Currently vehicles below BS-III are not being registered/re-registered in Metros (& few major cities).

My car reached Kolkata. My brother had a word with the ARTO officer.

It looks like the BS-II vehicle can be registered in Kolkata.

@Pankaj , I thought that the emission norms apply to *production* of vehicles rather than *registration*.

I mean there are a lot of BS-II and even BS-I vehicles around, what's the plight of these owners wanting to do an interstate transfer ? The only city that I know of is Delhi where BS-III is a must. They don't register lower than BS-III becuase of Supreme Court orders I heard.

I understand BS-III norms are made effective for production/sale & registration in 11 cities (Kolkata included) w.e.f. 2005.
