i have a car which is Alto Lxi dec, 2007 model which i shifted from delhi to mumbai some 5 months back and i asked few people that do i need to change the registeration number of my car when i am shifting to mumbai but they told me not necessary. But i have been asked by the cops twice and they have told me that the fine will be charged around Rs. 40000. Somehow i manage to paid around 2000 and get rid of this issues.

Since then i am not using my car in mumbai. Now what is the complete process to change the registration number. if i am using wht should be the fine.

Please suggest me regarding the same

Hi,

You need to do following:

1. Get a NOC from Delhi, specific to the RTO zone as per your address in Mumbai. This would be Form 28 (3 Copies). This takes around 1 week time, if you have someone who can help you get this done in Delhi.

2. Once NOC is there, you need Form 29(2 Copies), Form 30 to be filled in and submitted with RTO Mumbai(The RTO zone as per your address, for ex, if you are in Mahalaxmi you will fall into ROT Mumbai Central zone).

3. These two forms to be submitted along with Form 28 from Delhi, Original RC of your car, Insurance copy, PUC copy, Draft drawn against RTO for the Road Tax + Octroi, as applicable. You need to find our this info from RTO office/agent.

4. Once these forms are submitted it takes around 45 days to 6 month or 1 year or ever more. But at the time of submission they would issue you a chalan which is enough to drive your car with Delhi registration. But number change would require some time. Thats how our RTO office in India works.

Hope this helps

Cheers

Hi,

I need to get the NOC for transfering my car from Delhi to Mumbai but I have the car loan from state bank of patiala and RC is on hypothecation with SBP.

In that case how shall I get the NOC from delhi RTO.  RTO officials are asking about NOC from Bank first or HP continuation from bank. Is it required. Will bank give me the HP continuation certificate.

If I drive my delhi registered car in Mumbai. Will it be of too much hassle ?

Appreciate quick replies from group members

Thanks

Ankit

Yes you need to get banks permission to move the car out of Delhi. And its a big hassle to drive DL car in MH area. You would land up paying huge amount as fine and road tax there.

Thanks.

Is it possible that I continue with DL number and just pay Road Tax (say for 2 years) in MH and then can I drive happily in MH ?

For Paying Road Tax in MH, do I need to take NOC from DL. I got to know that, taking NOC from Delhi means the registration will be cancelled from Delhi RTO.

Unless the car is re-registered the original registration is not cancelled. You can drive by only paying road tax but it will create more problems later. If you are moving for a longer period then either get your car reregistered or sell the car in delhi and buy new one in Mumbai. Getting NOC and paying only road tax is a workaround to current rules but would land you in more trouble if by any chance you want to get back to Delhi or sell the car in Mumbai.

The Inter state car transfer rules are very confusing. (they are just made complex, just to confuse common people and feed corrupt bloody indian govt).

- Delhi RTO says that there road tax is all india tax and you need not to pay tax in Mumbai.

- if you are transferring to mumbai for a shorter period you can go and use your car there without problem (no need of noc and re-registration) but MH cops will never leave a chance to earn money if they see a DL register car..

- lots of confusion...the rules are made complex and just to confuse us...
