Yes - because once NOC is issued, the vehicle/registration is marked as transferred to another state - you need to get it re-registered. By the way, the tax will be payable, as applicable to old cars based on depreciated value assessed by the RTO. Thereafter, based on the life-time tax paid / re-registration done, you can seek pro-rata refund of the life-time tax paid in the earlier state (tedious job, of course).
You cannot keep paying 1-year tax again & again.
Please note... not all (especially transferable people) follow rules/regulations meticulously - many of them 'manage' to get away with. These days RTOs are quite strict - when caught, you may land up paying taxes, as applicable, with penalty.
