Sorry for delay in reply (missed the query)...

You will have to get a duplicate RC Book issued from Karnataka. For the purpose, you will have to file an FIR with the local police (Karnataka) - based thereon only, the RTO will act.

Once the duplicate RC Book is issued, seek NOC therefrom in favour of AP.  Based on the NOC, get the bike re-registered at AP by paying life-time tax, as applicable to old vehicles on depreciated value assessed by RTO (AP).

Thereafter, you can seek pro-rata refund of life-time tax paid earlier at Karnataka (tedious job).

I purchased a Bajaj Platina 125 cc. bike from M/s VST AUTO AGENCY, Vishveshwarapuram Branch on 07.05.2007 and have paid life time road tax of Rs. 2957.00 prescribed as on that day vide RTO challan No. CD4152498.

The Showroom at the time of handing over me the vehicle, got me a certificate of registration as given by RTO, Mysore, with the note saying " R.C.BOOK NOT ISSUED FOR WANT OF STOCKS".  I was not in Mysore during the last 3 1/2 years and did not get my RC book. How do i get my RC book from RTO after a gap of 4 years and what is the procedure.

Manjunath, you need to contact RTO and there must be a form to be filled to re-issue the RC book. Not sure of the cost though. I guess its better to contact any local RTO agent and get it done as am sure doing it personally would be a big pain. Hope this helps.
