I dont have the price for the tail lamp cover. Chrome finish will look good on white (as long as it is not too big or prominant), but personally I dont like such accessories and hence do not use it.

13 or 14 refers to the diameter of the rim (wheel) where you fit the tyre (inside diameter of the tyre). I dont think you can just change the tyre from 13 to 14 without changing the wheel (rim). But if you change from 13 to 14 (rim), then the outer diameter of the tyre should remain same as the original one, else the speedometer and odometer will show wrong reading. This is because, the meters measure only the number of rotations per minute. If the diameter changes, the actual distance travelled in one roation changes.
Also, an increase in outer diameter can affect pickup and you may be forced to use one gear lower than normal at times. That could be the reason why service center people said it is not a good idea for 1.1 L engine.
If you want to change to a tyre with more width (for better grip), it is OK as long as the diameter does not change. However, better grip means more friction and slight reduction in mileage.
Dont expect much resale value for used tyres.
Let me ask a question. Why do you want to change the type of tyre, in the first place? The manufacturer has put the optimum size.
