The exemption in Excise is available (100%) to physically handicap persons (mentally sound) only if they buy a car specially designed for handicap.  The procedure to be followed is that such a person has to apply directly to the manufacturing company (through a local dealer).  He/She will be personally called & interviewed & the car will be modified suitably/ specially for him/her.  Besides, the modification/s, such cars are necessarily with auto transmission gears.

RTO will register the car in his/her name & issue driving license (special) only if a certificate from CMO (Chief Medical Officer) is issued, specifying the disability of the person concerned, and that, he/she will, however, be able to drive so, and so & so car (make).

For further details/discussions, please go through this thread. Thanks.

By the way, for exemption in excise duty, you have to buy a car specifically modified for you by the Manufacturer itself.  Besides, exemption/modification is presently extended only by Maruti (to the best of my knowledge).

Please go through the disucssions & links provided in the other thread on the subject matter (Link provided above in post #3).
