@ ashukhija, I think there should not be any issue on validity of NOC issued. After all, you would be submitting all the papers - including those for transfer of name (as suggested before). The procedure followed by them (whatever) is there internal matter.
At Mumbai RTO, while seeking NOC, you will require to submit an NOC from local Police Deptt / LCB, RC Book, Insurance Policy, PUC, Residential address of Gurgaon & a few requisite papers/forms. At Gurgaon, you will have to submit the NOC from Mumbai along with same set of papers & forms etc. Based thereon you will have to get the vehicle re-registered by paying life-time tax as applicable to old vehicles on depreciated value assessed by RTO (Gurgaon). Once you are through (at Gurgaon), based on re-registration & taxes paid afresh, you can seek pro-rata refund of taxes paid earlier at Mumbai. Such a provision does exist but getting a refund is a very cumbersome job.

(1) As stated before, as per rules you are required to present the car physically at Hyderabad for seeking NOC. However, I understand that some people/agents are able to ‘manage’ without it. For seeking NOC from Hyderabad, as stated in the above case, you will need to submit an NOC from local police deptt / LCB, RC Book, Insurance Policy, PUC, Residential address of Gurgaon & a few requisite papers/forms. (2) Getting the registration renewed at Hyderabad without presenting the car physically may be very difficult because rules for renewal are quite strict due to emission norms etc. – especially in big cities (Hyderabad being one). However, you may check with some good/reputed agent at Hyderabad through a friend/relative.
(3) Renewal at Gurgaon RTO would be possible only after it is transferred (point 1 above).
(4 & 5) Road tax at Gurgaon & papers/documents required will be applicable, as explained at point 1 above (2nd para).
(6) Start the process immediately. It will take 2 months for the entire procedure – at both the RTOs – to be completed. Road tax will apply as discussed before. Expenses would include fees of agents – at both ends – say 4-5K (total).
(7) Payment of road tax at Gurgaon & refund of the same paid earlier at Hyderabad are discussed at point 1 above (2nd para)
