Hope So,

I have few doubts...

1. why do we need to change E.oil of new car or after re-bore so early.....?? Does it mean new engine consumes more oil...?? or scrap of moving parts leads to engine bad...??

2. usage of AC after 5K KM of rebore one, but i see no restriction on new car..??

After reboring the piston and cylinder are not seated well - there is greater friction and more metal which is scraped off. Hence changing oil (and oil filter) early gets rid of this gunk earlier and helps the engine parts to achieve proper seating faster.
