Kind of yes. For a person who has had a claim free term of five years with his car, he would have accumulated 45% of NCB. If such a person makes a claim, then all the NCB that has accumulated will stand cancelled. Hence, if the claim amount is less than what he would be gaining under NCB, then it is better that he pay the expense from his pocket. But in the case of the opener of this thread, there is no loss in claiming insurance, ie the benefit ckaiming insurance is higher than not doing so, as cost of repairs is 6.5k and the loss due to this is roughly 2k rupees.
