A question regarding scratches

I am posting after a long time here! I have a concern regarding my 1.5 year old Punto Active 1.2.

1. A couple of days ago, I was stuck in a jam. There was some space to my right and a guy in an Accent squeezed into that gap. During that, he scraped my rear fender. Now, it is badly scratched, the tail gate has a big gap and I am not happy! If I try to fix it, what would be the approximate cost? Will my insurance pay for it? If yes, what will be the corresponding rise in my rates?

2. I always find my power steering to be a bit 'tighter' than normal. Also, the level of power steering fluid is slightly higher than the 'low' mark. Is there a leakage in the system? How do I fix it?

For the accident repair, do post pictures so that the exact damage can be guaged, on which the cost can be estimated.

I think the power steering fluid must be topped up. Also, do watch out if this condition persists. If the fluid goes low again, get the power steering checked.
