weak head lights

In my tata indigo the head lights are weak. the battery reads arround 13v. what checks i do before taking it to service center.

Battery reads 13V while the engine is ON? If so then apart from bulbs you need to get the battery itself and the alternator checked. If all are fine and still headlamps are weak (i.e., dim), it may be time to replace them. Age-related failure of headlamps usually starts with dimming - the light appears redder and redder as it reaches its end.

Today i took my car to TATA ASS, mechanic said it is the fault of the windshield where as  lights are ok. He recomended me to change the front windshield(Approx Rs:7000). My car is of April-2008.

1. Is the life of a windshield last for just less than 4 years.

2. Is there any other way to make it work without expending much on it?

Dear ms.rhl1001, What does it means by problem of wind shield?. Is it having scratches to the extend that lights OR view of road at night is distorted?

At night-time driving, When a vehicle coming from the opposite side uses high beam, i cant see anything in front of my car(even if my lights are on high beam). I thought it is the fault of head lights. But at TATA service station after taking a trail(@ night time) they said i had to change the wind shield as it got dull and Once it is changed, the rays do not have much effect on my eye. As for as the condition of windshield is concerned, it is as normal as other's, not even a single scratch.
