All India Permit (for private vehicles)

Today's world and economy is getting highly globalized. People tend to move from one place to another for jobs (across states in india). Inter state transfers is a HUGE problems faced by common people, when they are required to move their vehicles along (selling off in the current state will tender losses).

Is there anything called All India Permit (for private owned vehicles) which can be taken while registering a car or later (to avoid NOC hassles across states) ?

RTO's are not online and not intergrated at the nationalized level.. Is there any solution to this peculiar problem.. Can we submit a application to Supreme court (or any other reponsible authority) who can look forward to this problem....and pressurize RTO to find a solution..

I think this matter is already tabled in parliament and due for discussion and passing the bill. If its passed then we would have something called number portability, something similar to MNP. I have read this in news but not able to search it now. Will try again and if I get the link will paste it here. But atleast this is sure that its pending for a discussion in parliament.
