Professionally, a clay bar will do the best job without doing any harm to the paint. But it costs minimum 500 and getting a branded one is quite difficult. Try sourcing mothers clay bar or meguiars clay bar. Local ones do not do good.
Have you tried soaking the particles in the soap? Take the shampoo and apply it over the area with a high concentration and leave it there for some time. Then try wiping it with a cloth. It must go. If the tar particles are very strong, either get a professional detailing treatment done or the clay bar method as posted above.
A very crude method is the use of NC thinner or Iso-Propyl Alchohol. IPA is safe but NC thinner will be very damaging to the paint but when used carefully, it can remove the tar in a Jiffy. Take an earbud, trim it to the size of the particles, dip it in thinner and apply a small quantity ONLY ON THE TAR DOT. Remember, it can literally wipe the entire paint off if you apply it on the paint. Once you apply it on the dot, use another bud to wipe it off. Its as simple as that.
A word of advice to all members: Wash and wax the car frequently. Actually, a frequently waxed car is totally resistant to any surface contaminant like tar, bird droppings etc. Even in the case such thing appear, it can be removed by just wiping the area off with a wet cloth. Also, a waxed car will be less prone to dirt and you will not require to wash the car every now and then.'

Sankalp, you rock with the chemistry formulas ( which i have personally forgot after studying in 8th or 9th standard - see i don't even remember which standard i studied this - excuse me )
BTW, Is coke so effective on stains, I also read somewhere that in India the farmers were using coke as a pesticide and they had good agriculture produce.
