Just don't be panic about the mileage.  10kmpl is really a good figure at this stage.  You should follow this fueling cycle - "Tank Full - DTE 80 or above - Tank Full" for atleast thrice to check and verify actual mileage with minimum chances of error.  Please do note your driving pattern whether in city/highway, traffic conditions, AC on/off, etc.  And most important for fair mileage figure never drive to get best mileage figure, instead drive normally with patience and don't rush.  Try to make this driving style as your default driving style. Most of the time we owner try to drive with the intention to get the best mileage that we can achieve and claim that it is our car's mileage.  But we forget that actual mileage can only be obtained after driving as we drive regularly.

I hope as you settle with your driving style you will start getting better mileage on regular basis from figo 1.2.  Probable 11.5 to 12.5 in city and 14-15 on highway.

Buy it from a reputed shop - I'm sure mobile phone shops will also have accessories for them. Can't say much about the quality of stuff sold at signals. Though cheap I don't expect them to last long.

You can buy a device called as "Laptop Charger".  It is little bit costly, may be around Rs. 1500.

It is actually DC to AC converter with one 3-pin point and even USB port for mobile/ipod charging.  You can connect your regular mobile charger, laptop adapter, and even camera battery charger, LED rechargable flash lights, etc.  This device comes with two specifications  - 1)180v and 2)220v.
