Welcome to carwale Hafiz.

Fittness certificate or road worthiness can be obtained for older cars. We have people buying and selling 99-2000 years Honda city and M800. So that should not be a problem. However since you are in for transferring a commercial vehicle I am not completely sure on the procedure or the rules. If the RTO agents are saying they can get the transfer done then I dont think it should be a problem. I would suggest you visit more RTO agents to get their opinion. Also if possible do visit the local RTO office and get the doubt clarified.

An accident is generally the result of a screw loose in the nut behind the steering wheel
