It might be beneficial for the cab operators, but Maruti have a different market strategy. Tata's are more into this thing, they have benefitted the cab operators a lot but Maruti thinks the other way, they are rather interested in selling cars to common man which is way more profitable. Moreover, even if they do fit a diesel engine in Versa, people will still prefer to travel in the more sturdy Sumo, Qualis rather than this Versa for safety and stability concerns and other things which you already mentioned. They have plans to give the Swift's diesel powerhouse to their New SX4, not the Esteem.

The Versa is a great car (err Van) at the price point. It does have slighly cramped interiors but that is offset by the fact that it is the only car in the country that can carry 8 passengers in relative comfort at a Rs. 5 L price point. Plus with the all-aluminium Esteem engine that does duty inside a Versa it has good pick-up as well. The Versa target is large families and might not be a good candidate for a Tour operator where Sumo/Innova in Diesel is better option.
