Well, there is no "OBD software" that can interface directly with the car as such. Whatever is there, is there in the scanner and any OBD software that runs in the laptop will basically communicate with the scanner via a COM or USB port. There are many free software programs available to use on a laptop once you purchase a scanner (www.scantool.net offers software bundled with the scanner) - but in terms of INR the prices are rather high, IMO. Plus availability in India is rare.
However be aware that there is no regulation in India that makes OBD compliance mandatory...so cars sold in India might not be compliant - even though they have the typical 16-pin OBD D-type connector. This connector can be used to have proprietary diagnostics instead of the OBD standard...and in India, obviously puts manufacturers in a position of advantage where they can hide as much info as possible about the diagnostics so that nobody else but only them can do anything useful with the diagnostics!
