My 2 paise...
1. CNG/LPG kit - No, IMO the money spent will not be recovered by savings in fuel cost in the 2 years that you intend to use the car. Also tinkering with the fuelling of such an old car is something I'd avoid.
2. Clutch plate replacement - Absolutely. It should be done - may be the major factor for the low mileage.
3. Brake pads - Yes. Not a bad idea to replace even if they look good.
4. Engine check - Absolutely. Check for any oil leaks and replace leaky seals as needed. Decarbonisation if and only if the engine gives dirty exhaust and/or mileage is less. 8 seems to very low - but then it could also be due to the worn out clutch - so observe the mileage after clutch replacement. Also re-adjust valves, if needed.
5. Spark-plugs, injectors, cables - check them and replace as needed. Spark plug cables may be replaced with proper application of water-proofing grease - dielectric silicone grease (NOT sealant!!).
6. Suspension system - check the shock absorbers and other rubber bushes and replace as needed.
7. Steering system (steering rod, tie-rods and boots, lower-arm ball joint) - check and replace as needed.
8. Front drive-shafts - check for wear - execute tight circles while accelerating and see if any sharp, loud clicking sound is heard. if yes driveshaft(s) is/are due for replacement. Check if the boots are cracked - if yes, replace even if there is no sound.
9. Timing and other belts - Good idea to replace them, as though they may be in working condition, they are probably due for replacement anyways.
10. Wheel alignment & balancing - Good idea to get this checked and corrected.
