Tar spots won't come that frequently on the car. If only you drive through a road just being tarred there is a possibility. So using Diesel is not all that bad.
If this is a frequent problem, however, get your car waxed regularly (once a month). The wax coat will prevent the tar from adhering firmly to the paint coat, and then it can be easily be wiped off.
Don't ever try to remove stain spots by brute force. You will end up scratching the clear coat, and there will be ugly rub marks that are whitish and dull. That is an eyesore. use gentle techniques wherever needed.
