1. No harm in using stock tyres on alloys. Nothing says you can't do it.
2. Just walk in a tyre shop, tell him, you need to upgrade right after delivery. He may take in the stock tyres with ~250 bucks less than the market price for the tyres. This needs to be done only if you need to upgrade your tyres with alloys. People go in for upgrades because they feel it gives them better stability and handling.
3. Upgrades (wider tyres) will result in slightly less FE. Stock tyres on alloys will improve FE slightly. But there is no earth shattering difference. Just .5 to 1 kmpl difference.
