My sympathies. They should check for brains, when issuing a two wheeler license. Probably they should demand that one spare should be available, just in case. 
But take a chill pill, and avoid raising your BP over the issue.
Cosmetic damage can be repaired, but structural damage is not advised to be repaired.
Alloys are generally brittle, and reworked alloys will not have same strength, and are too dangerous to be used. Would recommend replacement, if the damage is structural/functional.
Chrome alloys are more difficult to deal with, whereas powder coated would just need to be re-painted, like any other metal part.
A pic of the wheel would make it easier to suggest remedies.
