Shashank - relay cannot be an issue here. Incorrect relay or no relay will not cause intermittent on/off of one horn - instead it will show up as a damaged relay (both not one horn intermittently on or off, or no horn at all), or as a blown fuse. The problem is either with one horn OR the fact that they are connected in parallel.
As I suggested earlier check each horn separately. That will tell you if the horns are faulty - drive around with one horn connected and then the other. This will tell you whether the horn is faulty or its connection. To disconnect a horn simply pull out one terminal from the horn's contacts.
