does the catylytic converter needs periodic servicing,or if it is to be replaced when.to replace.

No, is doesn't need periodic servicing as such. If it has gone bad, replacement is preferable than repairing. It can be replaced if you find your car's exhaust rattling or if your car fails the emission test.
