paint quality of fiat uno

sir, i own a fiat uno D bought in nov 2002, silver gray color, for the past few months, the cars paint has started literally coming off from the roof, and bonnet and its spreading all over. initially it appeared as there were some fine cracks in the upper coating (lacquer) but now even if you rub your hand a bit hard the paint would start coming off as powder. i have even visited the local authorised dealer (from whom the car was purchased), but they have been unable to help me quoting that the car is now out of warranty ( 3 1/2 years) and hence they cannot do anything about it. can i approach the counsumer courts with my complaint, as this clearly is a case of the car being painted with a defective / substandard paint?

Dear Mr. Atul, Since car is out of warranty now, you might not get anticipated justice from the consumer forum either. However there are chances that Fiat might help you considering its brand reputation on stake. We suggest you to write in to the area/regional Fiat manager stating the problem clearly. You can mention your step of going to consumer forum too to emphasize your seriousness. Then you can wait for a week so that they can respond. We hope there should be some positive response from their side.
