please limit new threads in Announcement section to moderators

New users think they can announce whatever they want to in the announcement section, creating chaos.

To help maintain some discipline, please limit creation of threads in Announcement section to moderators. After a thread is created, whether to post a response on that thread is allowed or not can be decided on case to case basis depending on the announcement matter.

Very true.  It has been mentioned in the rules at point G-3 also.  If need be, we may altogether remove the option itself of starting the thread through Announcement Section.
